When importing, currently there is no check that a Organization Name is present when an Employer field is specified. This is a field that is often sparsely populated in datasets that I have seen. While documentation could be changed to reflect current behaviour, it would be better to just ignore blank Employer fields so that Organization contact records are not created. If a job title is specified but Employer is blank then an error should be raised.
