County lookup extension

OK, I'm submitting an extension to test out our review process:

The documentation on what to do next - or even the documentation saying to post here - are both unwritten, so this is largely a test (e.g. the first time I tried submitting this, Jira wasn't accepting tickets on this project yet). It's my hope that the documentation will be written as this extension goes through the process.
