add option "All contacts" in add/edit relationship page

when adding (civicrm/admin/reltype?action=add) or editing relationship (civicrm/admin/reltype?action=update) in field "Contact Type A/B" replace " - select - " with "All contacts" or add separate item "All contacts" in the pull down menu. it is misleading not to have this option there. especially that when you leave option " - select -" selected the relationship apply to all contacts.
