CiviCRM shortcodes appear at the top of output, regardless of order of appearance in text

Creating a page or post in wordpress that using a CiviCRM shortcode form link puts the CiviCRM output at the top of the page, regardless of the order in which the shortcode appears.

In this example, the 'testing' text should appear above the crm-container, but it doesn't.
