crm_get_locations returns an error if a contact has no location records

If a contact has no locations attached to it, a call to crm_get_contacts will return a CRM_Core_Error object with an error of "Location information is empty", rather than return an empty array.

This has been verified in the source by Lobo on the 1.4 tree, and I hear he's going to rev the release.
