The Date input field time does not accept 24h setting.

            Description

            The Date input field time does not accept 24h.

            After saving the setting the time is 12 hour again.

            Tested on the sandbox http://sandbox.drupal.civicrm.org/civicrm/admin/setting/date?reset=1
