Unsubscribe and opt-out token URLs are mis-formatted when used in WordPress CiviMail messages and point to admin site instead of front-end

      Description

      Replicated on WordPress demo.

      Added the following text to HTML "source" window in WordPress and Drupal demos:

      ">Click here</a> to unsubscribe | <a href="

      {action.optOutUrl}

      ">Click here</a> to block your all email.</p>

      </p>

      Then "Save and Continue" and checked the eval'd href links in both sites in Preview box.

      WordPress demo has this URL - using back-end URL which is wrong and has weird extra slashes and quotes:
      http://wordpress.demo.civicrm.org/wp-admin/%5C%22?page=CiviCRM&q=civicrm/mailing/unsubscribe&reset=1&jid=&qid=&h=&#37;22

      Drupal demo has properly formatted URL:
      http://drupal.demo.civicrm.org/civicrm/mailing/unsubscribe?reset=1&jid=&qid=&h=
