You cannot install v4.1.2 from scratch under Drupal and IIS. It fails because it claims in cannot write to the ... sites/default directory. However, you can install 4.0.8 and then upgrade. There is a reference in one of the forums to this issue, but I can't find a bug report, so here goes...
