Description
CiviMail or CiviCRM need a setting to ask for the admin's primary time zone. Currently and queueing messages conforms to server time, as do message sent reports. (I assume this is showing the server's time zone, because it is certainly not in my time zone.)
This is causing messages to be sent too early or too late, which can have a serious impact on open rates and other important goals.
