            Description

            This setting was introduced in 3.1 http://issues.civicrm.org/jira/browse/CRM-5695 but is not referenced in 4.1 This means that assignees begin receiving emails which is not always appropriate.

            This setting has been moved to the Display Preferences form.

            This patch simply adds a warning to that form that checks to see whether the constant is set, and if so warns the user that it is being ignored.
