Description
I've committed this as it's tested against d6 & makes sense - but it's obvious from the code that the drupal7 function WILLcheck the email if given the email to check.
Can you think of any reason why it shouldn't check email in this case (creating user from backoffice).
If so then presumably we need a checkname function as well as a checknameandemail.
