Membership acitivity not getting created when assigning a membership to contact through backend

      Description

      Steps to replicate :

      1) Click on "New Membership" under Membership navigation or "Add Membership" under the membership tab in contact view context, add a membership of type "General" save it.
      2) Visit the activity tab , and membership singup activity is not created .

      Expected behavior : after adding a membership for a contact , activity should get created for the same contact as target contact.
