multisite module is allowing people to view other people's dashboards

The multisite module manages what people with permission to access civicrm can see - but it doesn't spell out whether people can view contacts or not - so people are able to view each other's dashboards.

This fix implements a permission to see people within the site. Without the permission no contacts will be visible.
