Invalid URL returned in import_duplicates.csv

            Description

            Currently - we are encoding all URLs created by the system in order to comply w/ XHTML standards. We'll look at not doing this for URLs that are output to CSV files in a future release. However, as far as I know there's no way to automatically make these URL's clickable in a CSV file so the user would still have to copy/paste the URL into the browser location bar.
