year-only relationships start/end dates

When adding a relationship with a start and/or end date, I cannot cut it down just to the year (like 1997-2003).

We should either allow year-only dates, or (if we require the dates to be "complete" for other uses) we should default to January 1st (start) and December 31st (end). I believe there are a lot of situations when people would like to enter a relationship's timespan but don't recall exact dates; requiring users to enter the dates to the day might be a poor user experience.
