Payment Processor Extensions not calling install() command

            Description

            Tested with 2 Extensions, 1 locally developed, the other was Sagepay: (uk.co.circleinteractive.payment.sagepay)

            intall() function was supposed to run an SQL query to create database tables in both scenarios, tables were not created after install or enable.
