Default State/Province option

For local organizations and political campaigns, the vast majority of their contacts are located in the same state/province. As such, it's an unnecessary waste of time to have to select the right one for a dropdown whenever creating a new contact. It would be nice if the instance settings allowed the site administrator to define a default state/province in the same way as the current default country feature. To be as flexible as possible, it would be best to be able to define a default state for each enabled country, but even just being able to do it for the default country would be good.
