Address inline edit overwrites data when more than one address per location is created

The inline-edit UI should not allow more than one address per location to be created (as is the case with normal edit).
It should also not permit more than one is_primary or is_billing address, or less than one is_primary address
The latter is actually impossible to enforce in the ui when deleting an address, see linked issue for lower-level enforcement of that.
