Description
Skip / retry buttons at the moment are more developer friendly, and not user friendly.
They aren't extremely useful unless the underlying work has been broken out in anticipation of supporting retry.
For now we can hide these options for sites with debugging disabled.
And later (4.3 ?) when we have a bit more experience/history of these working with upgrades – then maybe we can switch it on by default
