Luxembourg needs another province, also called Luxembourg

A new entry in the civicrm_state_province table is need : Luxembourg

According to one of our users, and also wikipedia:

Luxembourg District is one of the three Disctricts of Luxembourg (the country).

Don't confuse this with another Luxembourg province, which is a province of Belgium.

Around line 1227 on the sql/civicrm_generated.mysql file , for new installs.

Maybe needs to be added to an upgrade script to, but we should just make sure that if someone has already added it to the database, it doesn't get re-added!
Luxembourg the country is country_id = 1126
the other provinces :Diekirch and GreveNmacher are abbrevieations D and G
so maybe Luxembourg should be L
