Specify configured language using lang attribute

            Description

            All our "containers" will now carry the lang attribute using the language code section from the lc_messages configured value:

            Example for pl_PL site:

            <div id="crm-container" lang="pl" xml:lang="pl">

            This is needed for XHTML compliance as well as WCAG compliance.
