CRM-10930 Joomla Guest usergroup can't access CiviCRM

      Description

      When using Joomla setting "Guest user group" set to "Guest" in stead of "Public" (to show only some menu items to non-logged in users) access to CiviCRM is not granted even Public and Guest got same rights.

          I'm unable to produce. I setup the ACL as presented in that website, confirmed it was working by setting a public access module to the guest group, created a contribution page and set it to one of the menus, and was able to access it as an unauthenticated guest. I did not need to make any changes to the joomla-civicrm permissioning, since the guest group inherits from the public group.
