Filtering broken on Mailing Detail Report, Mailing Bounce Report, others?

            Description

            When I try to look at the report of deliveries, bounces, etc. (eg. civicrm/report/instance/33?reset=1&mailing_id_value=46&delivery_status_value=successful), it shows results for ALL mailings and refuses to filter to the one I want to look at. In other words, the "mailing_id_value=46" part doesn't do anything, when it should.
