"No thank you" in premium list should be configurable

It would be very helpful to be able to customize the words used in the "No thank you" line in the premium list, and also to control the order of where it appears in the list. Some of our users want it to be at the top of the premiums list, and some at the bottom. For sure people have very different ideas about what that message should say. They vary from "No gift is necessary, but thank you!" to something more like "Please don't send me a gift, I want 100% of my donation to support the project."

Currently I'm working around this by using the Word Replacement feature, but that has the big downside of being global.
