Find Activities and Advanced Search Fail For Certain Default Activities Without Tartget

For activities that lack a target (with) they will not be returned. Why a problem? CiviCRM itself creates activities without a target.

Reproduced on Demo site.

Example: A "Membership Renewal Reminder" is an activity with a Created By (the Contact Associated with the Cron) and an "Assignee" (the recipient of the reminder email). It lacks a With (target Contact).

This activity will not show up in a Find Activities or Advanced Search using Activities criteria, even though that the Activities criteria seem to be list specifically "Created by" and "Assignee" in the search criteria it will not return activity results lacking a target.
