Enable should not be crossed out on disabled languages

On admin/options/languages?group=languages&reset=1, disabled languages have a strike through them. Unfortunately, this strike is also through the Enable link, which gives the impression that they cannot be enabled by the user. It's not helped by the fact that hovering over the Enable link does not give the expected browser mouse cursor for a clickable link. The enable link should not be crossed out.
