Partial Payment form Contribution Page Ignores Partial Payment, processes full amount

Using a Contribute Page configured to allow partial initial payment reverts to the full amount at confirmation page and receipt. Payment is processed with full amount.

Using Dummy Payment Processor and Dummy Visa 4111111111111111
At confirmation screen the full membership amount is displayed, same as at receipt screen. In CiviCRM the payment is processed at the full amount for the user.
***Note issue at (http://issues.civicrm.org/jira/browse/CRM-11404) gives a missing argument error at confirmation page for this contribution page.
