Adding premiums

            Description

            On sandbox, contribution page 1 has the mug premium configured. On contribution page 2 if one enables premiums, fills in settings, and saves, one receives the message that
            There are no active premiums for your site. You can create and/or enable premiums here.
            This is wrong, as one should be able to add the Mug as a premium.
