Attempts to access an Event Registration page with closed registration should go to event info page

Attempts to access civicrm/event/register for an event with registration closed (past the event registration date) should be redirected to civicrm/event/info NOT the CMS homepage (for anonymous users) or the manage event page (for administrators), as is the current behavior.

This anonymous version of this bug is not re-producable on the demo site because anonymous users are not allowed event registration permission.
