Fix Drupal 7 rules module so that permission to view admin form is available

There is a form in the Rules integration module that allows you to turn on rules integration for specific entities (mostly to allow early exit). The form is restricted by permission & the permission hook was never converted from d6 to d7 - causing it not to be visible
