Add test for creating current employer through API, fix to work

Add test for creating current employer through the api (I was going to do a test to check impact of permissions per http://drupal.org/node/1864136 but just getting this working turned out to be more than enough).

Creating a current employer turned out to be broken by the renaming of the dedupe rules
(I was awfully tempted to just remove the functionality since it's not tested but have fixed it)
