civicrm_navigation.mysql file is incorrectly opening as binary instead of sql

            Description

            I searched through the sourceforge tarball and through http://svn.civicrm.org/ - the tarball saves civicrm_navigation.mysql as binary. the svn repo doesn't have it at all.
