Backoffice event registration is creating an extraneous financial_trxn row

Checking the financial_trxn and entity_financial_trxn tables after a quick config (or price set) backoffice event registration:

• We are creating an extraneous financial_trxn row w/ only trxn_date and total_amount populated, all other columns are NULL including to_financial_account_id and status_id

• Also creating extraneous entity_financial_trxn row linking the empty extraneous financial_trxn to the contribution row
