Ability to add jQuery plugins on the fly

This is needed for the profile editor project and is also generally important as the number of jQuery plugins continues to grow.
We have a method for loading js files per page, but it doesn't yet have the ability to reliably place those scripts in a region of the document where jQuery === cj
