API job.execute (and thus cron) does not call job.process_mailing in default configuration

            Description

            Calling the API method job.execute does not appear to call the API method job.process_mailing.

            With a site loaded with sample data and CiviMails queued, calling cron via the documented method does not trigger delivery of emails.

            Calling cron using the Drush method,

            drush @sitename civicrm-api job.execute auth=0

            May affect v4.2 sites also.
