Default Participant Count to 1 when creating complex price set from quick config price set

Currently, when an existing Quick Config priceset for an event is converted to a complex price set, no value is entered into the participant count field for each row that is converted to a price field option. It should be default to 1 during the conversion, as a purchase of any row in the quick config is counted as one participant.
