When submitting credit card contribution (backoffice) address no longer prefills

            Description

            I reproduced this on demo - it used to pick up the 'location_type' => Billing (hence lots of users made this type their primary.

            However, on 4.2.7 & on 4.3 (sandbox) there is no prefilling - on sandbox I have set Billing address to be 'Primary', 'billing' & have location_type = billing
