Event Registrant is forced to select a Payment type when there is no fee if pay later enabled

It is possible to achieve a $0 fee using a priceset - in which case no payment is required. However, payment type is still mandatory on event pages even if payment is not expected.

Replicable on trunk:
-create price set with a $0 option & a paid option

• create event using this price set with a payment processor and pay later enabled

Registrant will not be able to register for the event unless they select a payment method - even if no payment is required
