Province-less countries don't work in On Behalf of Profile

Reproduced on demo site.

1. Enable 'on behalf of organization' in a contribution page

2. Fill out the 'on behalf of' profile and select a country that has no provinces. Example: Singapore or Monaco

3. Submit the form, see the error

4. Note that this doesn't occur in an individual profile, only in the on behalf.

Suggestion: for non-provinced Countries, hide or 'grey out' the select state/province. It is not clear that it is not necessary.
