Clarify Data Requirements for Google Maps 2.0 and Update PHP and TPL's Accordingly

Lobo has indicated that the Google Map 2.0 interface does NOT require latitude and longitude. However, we are currently hiding the Map links if there fields are not populated. Please verify the data requirements for Google - and modify as needed the logic in the php and tpl for selector (search and profile) as well as contact/view page inclusion of the Map links.

NOTE: I think the logic will need to be "aware" of the configured mapping provider as the Yahoo Maps interface still requires lat / long (at least if we are trying to map multiple locations).

also upgrade yahoo maps to latest version(3.0)
