Importing data with invalid option values

To replicate what I mean, go to (this effects both Civi 4.2.7 and Civi 4.3.x):

Use the CSV I've attached and do an import, if you use the label to import, it says it's successful. However it's not a valid value and the record doesn't update to a valid value.

However if you use a value such as "SocJus", the import all works correctly.

I feel like the import should either give you an error, because the multiple choice value you entered couldn't be matched, or it should accept the label text if possible. Currently we've had a lot of invalid data imported that users thought had worked, but actually the multiple choice entries they had imported were not valid.
