Gracefully recover from old stale data in Config.IDS.ini

            Description

            When admins move a site, Config.IDS.ini is likely to contain data relevant to the old site. In this case we throw a not very friendly error message and have gotten lots of support requests for this, like:

            We should have fixed this a long long time ago
