      Description

      Currently if you have ACL's enabled and you have custom data then in order for reports users to be able to see or filter on the custom data they must have the access all custom data privelege enabled. This doesn't make much sense.

      Attached is a patch that fixes this issue, tested and working on 4.1.2 and 4.2.7 versions of CiviCRM.
