Participants to conference exceed limitation.

Our Conference on next month has custom fees set up to allow registrants to select different options for breakout sessions throughout the conference. The registration limits are set to 30 for all of them, however, session A2 has 32 registrants.

Can you help me to figure out why the limit isn't stopping people from registering for that particular session?
