If detected using sms, upgrade script should provide message for installing from extension

            Description

            For those already using sms / clickatell in v4.2, needs to be given a message during upgrade (to 4.3) to install sms extension.

            When no providers present, "Settings - SMS Provider" page should also include message to install sms extension.
