WP frontend users should not build navigation menu

            If we build the nav menu on the frontend all the links are generated on the front end, which does not work nicely with permissions

            In general we should respect the userFrameworkFrontend flag and do similar things for Joomla and WP on the frontend. I did a grep of the code to find other relevant places
