ACL users not able to see groups until the do a group on manage groups

ACL users who can see a child group, but not the parent group see the message "no sites have been created for this domain". When they do a search they see the groups they are entitled to see (even a blank search).

The reason is that the ajax request includes the direction 'parentsOnly' when the page is first loaded - restricting the page view to those groups with no parents.

This is a 4.3 regression
