Validate Mailer Settings form

The Mailer Job Size is a tempting target for site administrators who aren't sure how to configure their outbound mail. This patch validates it to make sure it's either zero or greater than 1000 or the batch limit, whichever is higher.

In the process, I realized that the form isn't validated to make sure the limits are integers, so this adds that, too.
