Custom field (multiple entries) not showing when "editing"

This install is on Drupal 7, upgraded from 4.2.

We have a household with a custom field that can hold multiple values. The values display properly when viewing the tab for that field group. However, when attempting to edit the fields only some of the fields appear for editing. The number of fields that appear during edit seems to be random. There are also multiple links to "Add another record". These links appear under each visible entry. If the bottom link (the one under the last entry) is clicked it will reveal the next entry that is missing (until all entries are actually visible, where it then creates a new blank entry).

We did not have this problem with 4.2.
