Locations with the same address but a different contact aren't shown in the "Event Location" dropdown

For some events, we want to use the same address but a different contact. As the contact details are stored along with the address, we'd like these listed separately in the event location list. Civi only shows each location with a unique address, rather than unique (address+contact).
